History of creation, tasks and functions of CJSC "Safe Roads of Belarus"

History of creation:
The basis for the adoption by the state leadership of a set of measures aimed at improving road safety was the statistics, according to which, as a result of road accidents in the republic, a large number of people died and were injured every year. So, in 2011, 1,200 people died in road accidents. The most common causes of road accidents with people injured and killed in them through the fault of drivers were: violation of the rules for passing a pedestrian crossing (149 road accidents) and speeding (146 road accidents).

In 2011, the Republic of Belarus concluded an Investment Agreement with a foreign investor. Within the framework of this agreement, the implementation of the Investment project for the creation and further operation on the territory of the Republic of Belarus of the Unified system of photographic fixation of violations of traffic rules. To implement the Investment project on the territory of the Republic of Belarus, a joint closed joint-stock company "Safe Roads of Belarus" was established.

Tasks and functions
CJSC "Safe Roads of Belarus" installs and operates equipment and other technical means of the Unified system for photographic recording of violations of traffic rules in the territory of the Republic of Belarus.

Within the framework of the project of the CJSC "Safe Roads of Belarus", from 2011 to the present, a systematic development of a network of sensors for monitoring violations of traffic rules has been carried out, and control and payment points have also been put into operation.

HSC "RoadEye S01" control and monitoring devices are designed to generate photographic materials with recognized state registration plates of vehicles, displaying the current time and location of the control and monitoring device. Certificate of approval of the type of measuring instruments No. 13812 dated October 29, 2020. HSC "RoadEye S01" control and monitoring devices are manufactured by CJSC "Safe Roads of Belarus" in the Republic of Belarus (Specifications BY 191694101.001-2019).

Systems for calculating the average speed of vehicles on certain sections of roads "RoadEye AverSpeed"

The systems for calculating the average speed of vehicles on certain sections of roads "RoadEye AverSpeed" are designed to calculate the average speed of vehicles on a certain section of a road based on the results of a fixed value of the length of a certain section of the road and the calculated value of the time interval during which the vehicle overcomes a certain section of the road. Certificate of approval of the type of measuring instruments No. 14613 dated December 15, 2021. The systems are manufactured by CJSC "Safe Roads of Belarus" in the Republic of Belarus (Specifications BY 191694101 002-2021).

Hardware and software systems "RoadEye SC"

The hardware and software complexes "RoadEye SC" are designed to: generate a KPA time scale relative to the national coordinated time scale UTC (BY) in the synchronization mode from global navigation satellite systems; measure the coordinates of the HSS installation site; measure the distance from the HSS to the state registration plates of vehicles in the plane of the road along the edge of the road. Certificate of approval of the type of measuring instruments No. 17776 dated July 10, 2024. The HSS are manufactured by Safe Roads of Belarus CJSC in the Republic of Belarus (Specifications BY 191694101.003-2024).

The systems for measuring the average speed of vehicles on certain sections of roads "RoadEye AverSpeed2" are designed to: measure the average speed of vehicles. Certificate of approval of the type of measuring instruments No. 18060 dated October 08, 2024. The systems are manufactured by CJSC "Safe Roads of Belarus" in the Republic of Belarus (Specifications BY 191694101.004-2024).

Hardware and software complexes "Ocelot-M"

The hardware and software complexes "Ocelot-M" (hereinafter referred to as KPA) are intended for: forming the KPA time scale relative to the national coordinated time scale UTC(BY) in the synchronization mode from global navigation satellite systems and measuring the coordinates of the KPA location. Certificate of approval of the type of measuring instruments No. 18808 dated May 26, 2025. KPA are manufactured by CJSC "Safe Roads of Belarus" in the Republic of Belarus (TU BY 191694101.005-2025).
